How Nucleus helps
What an advisor does for you
Examine the developer
What can be established about a developer’s delivery record, and what cannot, stated plainly.
Read the commitments
The payment schedule, handover provisions, delay terms and resale conditions, flagged for your legal adviser.
Check the protections
How buyer funds are protected and how the sale is registered, so you know what stands behind your payments.
Stay buyer-side
Nucleus is not the developer’s marketing agent for any project. Our job is to scrutinise, not to sell.
Dubai context
How Dubai works
Regulatory and structural context specific to this market. Confirm current rules with the relevant authority.
Registration and Oqood
Off-plan sales are registered with the Dubai Land Department. The interim register for off-plan contracts is known as Oqood.
Escrow accounts
Developers must hold buyers’ off-plan payments in regulated escrow accounts overseen under RERA. Ask which account a project uses.
Project registration
A project should be registered before it is sold. Verify the registration with the authority, not just with the developer.
Resale before handover
Whether and when an off-plan contract can be resold depends on the developer’s terms and the rules in force. Confirm before you buy.
Process
How it usually runs
- 01
Conversation
Which project and why, and what you assume about it.
- 02
Developer and project review
Evidence-led review, with the open questions listed.
- 03
Contract and payment review
Key terms read with you and flagged for your lawyer.
- 04
Decision
A written view of the case for and against, then your decision, free of deadlines.
- 05
Purchase and tracking
Registration and payments tracked through to handover, if you proceed.
Considerations
What to weigh before you decide
Considerations, not predictions. Nothing here is a promise of return.
Delivery risk
Projects can be late or change. The developer’s record helps, but it does not remove the risk.
Payment schedule against cash flow
Staged payments are still commitments. Know how each would be met, including if handover is later than planned.
What you will actually receive
Plans and renders are not the finished building. Check specification and what is included in writing.
Launch pressure
Deadlines and allocation language at launch are a sales tool. A decision that cannot survive a week of scrutiny is not one to rush.

Questions people ask
Do you sell off-plan units for developers?
No. We are buyer-side and do not hold a mandate to market any developer’s project here.
Is off-plan cheaper than ready?
Not necessarily, and it is the wrong first question. The better ones are what you are committing to, when, and with what protections.
Can you confirm a project’s completion date?
No. Dates and progress come from the developer and the authorities. We help you test how much weight to give them.
How is this different from the off-plan guide?
The guide explains how off-plan works in Dubai. This page is about scrutinising a specific decision with an advisor.
